The Palm Coast Finance Department is presenting the final proposed Fiscal Year 2026-2027 budget for City Council adoption at the September 23, 2026 meeting.

The total budget across all appropriated funds is $533,947,885, reflecting a decrease from the current FY2026 budget of $696,444,327.

Council is also being asked to formally adopt a final millage rate of 4.1387 mills — the rolled-back rate, which is lower than the maximum of 4.2296 mills set in July — along with the SR100 Community Redevelopment Agency budget.

The SR 100 Corridor Community Redevelopment Agency (CRA) Board is being asked to adopt its final budget for Fiscal Year 2026-2027, totaling $4,003,956.

A tentative version of this budget was approved at the first public hearing on September 9, 2026, and this second public hearing on September 23, 2026 is the required final step before adoption.

The budget is balanced, with revenues drawn from intergovernmental sources and interfund transfers, and expenditures spread across operating expenses, interfund transfers, capital outlay, and debt service.

At its September 23, 2026 meeting, Palm Coast City Council is being asked to formally adopt the final millage rate for Fiscal Year 2026-2027 at 4.1387 mills, which equals the rolled-back rate and represents a 0% increase in the ad valorem tax levy.

The rate was previously set as a tentative figure at the September 9 public hearing, and this final hearing — required by Florida law — follows a newspaper advertisement that ran on September 20.

Council will hear public comment before voting to adopt the resolution and directing the City Clerk to transmit it to the Property Appraiser and Tax Collector.

Resolution 2026-xx Adopting The Final Budget For Fiscal Year

The Palm Coast City Council is being asked to formally adopt the final budget for Fiscal Year 2026-2027 at a total of $533,947,885 in appropriated expenditures and reserves, following a tentative budget hearing held September 9, 2026 and a required newspaper advertisement that ran September 20, 2026.

The resolution also acknowledges the Capital Improvements Element of the Comprehensive Plan, which will be updated by the Capital Improvement Plan included in the annual budget.

Council must follow a state-prescribed script for the hearing — including taking public comment, adopting the final millage rate of 4.1387 mills, and directing the City Clerk to transmit the adopted millage resolution to the Property Appraiser, Tax Collector, and Florida Department of Revenue within three days.

Resolution 2026-xx Approving The Fiscal Year 2027 Fleet

Palm Coast's Public Works Department is asking City Council to adopt a resolution approving the Fiscal Year 2027 Fleet Replacement/Purchase Program, which covers the purchase of replacement and new fleet vehicles and equipment totaling $4,260,065.

Staff conducted an annual assessment of 368 vehicles and equipment items that had reached or exceeded their useful life, ultimately recommending replacement of 112 items (including 53 golf carts) and purchase of 13 new assets.

Procurement would be carried out through a mix of cooperative contracts, state term contracts, governmental contracts, competitive quotes, and sole-source purchasing in accordance with the city's Procurement Policy, with purchase orders to be issued promptly after approval given extended lead times on some equipment.
